Changing dynamics ::: Will RIC - Russia, India, China diplomatic format revive ?

The trilateral dialogue between Russia-India-China (RIC) seeks to create a trilateral Eurasian power that could balance Western dominance and especially challenge the American hegemony.  


It is learnt that no meeting of the RIC has been agreed to at this point in time.

Russia is keenly taking necessary steps with India and China to 'revive' the format. Much importantly, all the three countries India, China and Russia are the founding members of a politically and strategically significant international grouping BRICS.


The Ministry of External Affairs remained non-commital regarding the revival of Russia-India-China (RIC) mechanism in the regular weekly briefing. MEA spokesperson Randhir Jaiswal rather cautiously said, "This is a mechanism where three countries come together to discuss global and regional issues. When this meeting happens, we will work out a mutually convenient date and let you know." 


However, Chinese foreign ministry spokesman said the RIC serves the respective interests of the three countries and also upholds peace, security and stability. This is quite a significant development. Since Galwan crisis between India and China; the grouping has stood almost dormant.

A significant milestone for the RIC was the 2007 Delhi Security Summit, where the foreign ministers of the three countries — Li Zhaoxing (China), Pranab Mukherjee (India) and Sergey Lavrov (Russia) — deliberated on cross-border security concerns, global governance reforms, and regional challenges. 

Chinese Foreign Ministry spokesperson Lin Jian recently also said, 

“China stands ready to maintain communication with Russia and India on advancing the trilateral cooperation.” 


For his part, Russian Deputy Foreign Minister Andrei Rudenko has claimed  that Moscow is in active dialogue with both New Delhi and Beijing on the matter.


“This topic appears in our negotiations with both of them. We are interested in making this format work, because these three countries are important partners, besides being the founders of BRICS,” Rudenko said.

China and Russia ties are well known. Indo-Russia relations  have been age old. Since 2014, the Modi Govt has proactively engaged with China. 

In fact, New Delhi's mixed diplomacy with Beijing has worked well despite differences and border disputes. India has pursued collaborative approach on issues like climate change and in fora such as BRICS and SCO. It has also maintained a firm independent approach. China and Russia are well aware that India's Act East Policy is well planned and has deep ramifications on security as well as economic agenda. 


There is already enhanced diplomatic engagements between India and China. NSA Ajit Doval and Defence Minister Rajnath Singh have visited China lately. 


External Affairs Minister Dr S Jaishankar also visited lately for SCO foreign ministers meet and importantly he also met Chinese President Xi Jinping.  



The revival of RIC will be yet another testimony to the fact that strategic interests of key global players remain in pursuit of  economic upliftment, technological advancement and also military modernisation.
